Rafael Cardenas-Vella, the alleged heir to the Gulf Cartel racket, was arrested after a traffic stop in Port Isabel on Thursday, Oct. 20.
According to the Port Isabel Police Department records, Cardenas-Vela was pulled over for speeding in a silver Ford F-150 truck going east along Highway 100.
The two men in the front of the vehicle identified themselves as German Alejandro Huizar Marroquin (31) of Ciudad Victoria, Tamp., and Pedro Gonzalez Garcia (37) of Tomatlan Jaisco, Mexico. The two back passengers were identified via IDs as Fransisco Javier Escalante Jiminez (31) from Matamoros, Tamp., and Daniel Jose Cassio Flores of Brownsville.
