Three firms presented their qualifications vying for the lucrative opportunity to manage a major overhaul to one of Cameron County’s premier revenue-generating parks, Isla Blanca Park.
In the end, the County Commissioner’s Court unanimously chose to go with Halff & Associates.
“I liked that two of the teams would be working together anyway if one of them was selected,” Commissioner Alex Dominguez said.
Dominguez’s comment was in regards to the existing partnership between Halff and Gignac Architects, who also lobbied to be the lead on the project.
Jim Carrillo, who spoke on behalf of Halff, described his firm as one that understands parks. In his presentation he spoke of creating a “first class park experience” that would promote sustainability at economic, environmental and operation levels.
Each of the three firms — Halff, Gignac and S&B Infrastructure — were allotted 20 minutes to deliver their presentations to the Commissioners Court and another 10 minutes to answer questions. Commissioners Dominguez and David Garza asked the bulk of the questions, presenting each firm with the same queries in turn.
“What would be the biggest challenge,” Garza asked the Halff representatives.
Carrillo responded that completing the project in phases to allow Isla Blanca Park to remain open and continue generating revenue would be the most challenging aspect of the project
