RANCHO VIEJO, TX —The Cameron County Regional Mobility Authority (CCRMA) recently announced that it’s the recipient of the Certificate of Achievement for Excellence in Financial Reporting for its annual comprehensive financial reporting for the fiscal year ending on September 30, 2022.
On December 7, 2023, the Government Finance Officers Association of the United States and Canada (GFOA) informed CCRMA Chairman Frank Parker, Jr. of CCRMA’ s achievement.
In a prepared statement, GFOA’s Director for Technical Services, Michele Mark Levine remarked, “The Certificate of Achievement is the highest form of recognition in governmental accounting and financial reporting, and its attainment represents a significant accomplishment by a government and its management.”
On Wednesday, March 27, 2024, the CCRMA presented the Annual Comprehensive Financial Report during its board meeting which included the Certificate of Achievement for Excellence in Financial Reporting for the first time. The CCRMA is the first RMA in Texas to have achieved such a prestigious award.
“This achievement was made possible by the hard work and dedication of the CCRMA Executive Director, Pete Sepulveda, Jr., Chief Financial Officer, Victor J. Barron and CCRMA staff. The CCRMA always strives to demonstrate fiscal responsibility and transparency. This accomplishment is a proud moment for our organization. We will continue to work in the spirit of full disclosure with our community and partners,” said Parker.
As per the CCRMA’s background, on June 22, 2004, the Cameron County Commissioners Court authorized the County Judge to file a petition to the Texas Transportation Commission to create a Regional Mobility Authority (RMA) for the Cameron County. That request was approved by the Texas Transportation Commission on September 30, 2004.
The Commissioners Court formally approved the conditions set forth by the Texas Transportation Commission for the RMA and subsequently appointed the entity’s directors. Shortly afterwards, Texas Governor Rick Perry appointed David Allex of Harlingen as the Chairman of the RMA. Allex served as Chairman through February 2016. Currently, Parker, of Brownsville, serves as the Chairman of the CCRMA.
Since its creation in 2004, the CCRMA has made significant progress to find new and innovative solutions to reduce congestion, improve connectivity, and facilitate economic development within Cameron County. The CCRMA works with the numerous cities in Cameron County and its neighbor to the South, the State of Tamaulipas, to improve mobility at a much more rapid pace. The CCRMA also works closely with the Texas Department of Transportation on several ongoing projects in Cameron County. The CCRMA has the authority to undertake projects related to highways, rail, air, and seaport.
The CCRMA’s projects strive to be in the best interest of South Texas residents. The entity equally strives to make roads safer, reduce congestion, improve air quality, and create efficient transportation solutions.
Since the beginning of the CCRMA, its first priority has always been public safety. According to its website, the CCRMA’s projects provide residents with safer, less congested roads, redirect commercial traffic and HAZMAT vehicles out of residential neighborhoods, add evacuation routes, and increase emergency response times.
The CCRMA projects intend to facilitate economic growth and create jobs, by workings hard to deliver the infrastructure needed for international trade in a multimodal region and to generate revenue to sustain a regional transportation network, internationally.
According to its website, the CCRMA’s vision is to develop the proper infrastructure for future Cameron County generations by making decisions today to ensure the right progress for the future.
