The South Padre Island (SPI) City Council held its regular meeting on Jul. 3, 2024, discussing a range of topics, including the then-developing Hurricane Beryl, bird fallout areas near the convention center, and various island updates and maintenance.
Mayor of SPI Patrick McNulty addressed the council with concerns about Hurricane Beryl, which was still in development at the time. He reassured the board that July fourth activities should proceed as planned despite the hurricane warnings.
The public was invited to share comments and announcements. A representative from Friends of Animal Rescue reported on the success of the “Raise the Ruff” fundraiser, which exceeded expectations. They also provided statistics for June, noting the intake and adoption of various animals, including dogs, cats, possums, and birds.
A representative from the Home Association for South Padre Island expressed concerns about the potential removal of the bird fallout area near the convention center. They emphasized the economic and ecological importance of the fallout, which attracts birding enthusiasts and generates significant income for the city. The comments were met with applause from the audience.
A young woman voiced opposition to the expansion of the convention center parking lot, citing the critical role of the old-growth forest in bird migration and calling its destruction a tragedy.
SPI Fire Chief Jim Pigg announced the upcoming United States Lifesaving Association (USLA) National Championship, scheduled for Aug. 6–9 at the Isla Grand Beach Resort. He called for volunteers and provided a contact number for interested parties.
The council proclaimed Jul. as Parks and Recreation Month and took a commemorative photo. They then proceeded with agenda items, including a discussion and approval of change order #2 for Side Street Improvements Phase 1, amounting to $53,601.35, along with a corresponding budget amendment.
Wendi Delgado presented several key items including the approval of the draft of Chapter 25 of the City of
South Padre Island Code of Ordinances, approval of the first reading of Ordinance No. 24-04, removing the statutory maximum contribution rate limit for the Texas Municipal Retirement System, allowing for actuarially determined city contribution rates and approval to enter into a Cyber Liability and Data Breach Response Interlocal Agreement with the Texas Municipal League Intergovernmental Risk Pool to reduce risk in regular insurance funds.
Debbie Huffman conducted a public hearing regarding a grant application to the Texas Parks and Wildlife Department for revitalizing Water Tower Park. Planned improvements include playground flooring, swing connections, new equipment, and general upkeep. The hearing concluded with the application being approved.
Blake Henry discussed and secured approval for the redevelopment and redesign of the South Padre Island CVB website, awarding the contract to SimpleView for $107,525.
Harmony Heard, Director of Sales, presented the May 2024 tourism economic impact report for Visit South Padre Island. She highlighted significant metrics and the potential for future events to attract visitors, emphasizing the need for convention center expansion.
Victor Baldovinos provided an update on the implementation and compliance of Ordinance No. 23-13 for Mobile Food Units, noting that only one establishment had violations needing correction.
Chief Pigg returned to present and gain approval for the Siddons-Martin proposal and maintenance agreement for the purchase of two fire apparatus.
The planned executive session regarding the Clore Construction contract was canceled due to a lack of developments. The meeting was then adjourned.
