On August 11, Cameron County officials gathered to break ground on improvements to Cameron County Beach Access No. 3, a project made possible through a $4.4 million donation from SpaceX.
The $4.4 million project will feature an elevated plaza with two pavilions, picnic tables, restrooms, ADA-compliant parking, environmentally friendly lighting, barbecue areas, landscaping, and a new toll booth. Parking will utilize a pervious paving system to reduce stormwater runoff and protect the shoreline.
The upgrades will also complement ADA dune walkover structures with rinse stations funded by the Texas General Land Office Coastal Management Program and the Gulf of Mexico Energy Security Act of 2006. The Texas General Land Office also funded the design and engineering plans for the project.
Parks Director Joe E. Vega credited the vision and leadership of Cameron County Judge Eddie Treviño Jr. and the Commissioners Court, noting that more than $50 million has been invested in public beach access improvements on South Padre Island in recent years, along with $20 million toward upgrades at community parks.
“This new improvement project at Cameron County Beach Access No. 3 represents a major investment in the overall experience of our County Coastal Parks on South Padre Island for both families and visitors,” Vega said. “It means greater access to safe, clean, and well-maintained public spaces where people can gather, relax, and create lasting memories. Whether it’s improved parking, better restrooms and amenities, expanded beach access, or more recreational opportunities, these enhancements are designed to make visits more enjoyable and accessible for everyone.”
Vega said he is most proud of the collaborative nature of the project — from county leadership and funding partners to the work of the Parks Department staff. “This wasn’t just about construction or infrastructure; it was about listening to the needs of our residents and visitors and turning that feedback into real, meaningful improvements,” he said. “Above all, I’m proud that we’re creating public spaces that are welcoming and accessible to everyone. Knowing that families will come here to make memories, that children will grow up playing on these beaches, and that visitors will leave with a deeper appreciation for Cameron County — that’s what makes all the effort worth it.”
Accessibility is central to the design. Vega said improvements such as expanded parking areas, ADA-compliant pathways, and accessible beach access points will make it easier for people of all abilities — including seniors and those with disabilities — to enjoy the coastline comfortably. Upgraded restrooms and shaded picnic areas will create a more convenient and welcoming environment for everyone, allowing visitors to spend more time enjoying the beach and less time dealing with logistics.
Vega also emphasized environmental stewardship as a guiding principle. “We’ve prioritized sustainable practices that protect and preserve our natural resources, especially the delicate sand dunes that safeguard our infrastructure,” he said. “From improving our dune system to designing permeable parking infrastructure that minimizes erosion and runoff, every element has been approached with environmental impact in mind.”
Judge Treviño said he is eager to see the vision become reality. “Our Cameron County Coastal Parks on South Padre Island attract countless visitors to the area and provide a wide range of amenities and recreational activities. I’m pleased to see the vision of Cameron County Beach Access No. 3 becoming reality, and equally proud of the improvements we’ve made across all our Coastal Parks in recent years.”
Commissioner Sofia C. Benavides called the upgrades “lasting benefits for children and families for many years to come,” and thanked SpaceX and the Texas General Land Office for their partnership.
Construction is expected to be completed by early to mid-summer 2026, weather permitting. The beach access will remain closed during the work. The architectural firm on the project is Gomez, Mendez, Saenz Inc., with engineering by Green, Rubiano & Associates Inc., and construction by A&I Custom Manufacturing LLC.
Vega said the improvements are part of a larger vision for Cameron County’s parks system. Upcoming projects include Andy Bowie Park improvements, E.K. Atwood Park upgrades, Isla Blanca Park RV infrastructure work, and several community park enhancements throughout the county. “Our Parks staff are the cornerstone of the Cameron County Park System,” Vega said. “Their dedication ensures these spaces remain welcoming and enjoyable for all who visit.”
