New development expected on Marlin St.

The South Padre Island Substandard Structure Review Board (SSRB) convened on November 19, 2025, to review progress on three properties under ongoing enforcement orders. The meeting brought significant updates, including full compliance for one long-troubled site and heightened penalties for another that continues to pose safety concerns.

The most notable development came from 112 E. Marlin Street, where the property has officially met all requirements set by the Board. Building Official Filiberto Alba reported that the remaining section of the driveway, previously the last item preventing full compliance, was removed earlier that morning. With demolition completed in early September and no outstanding issues remaining, board members unanimously agreed that the structure is no longer substandard.

As a result, the Board voted to halt all civil and administrative penalties effective September 5, 2025. Penalties assessed before that date remain tied to the lien until paid. The owners have already submitted architectural plans and are awaiting structural plan completion, pointing toward new construction on the site. Board members also noted that the owners control the adjacent lot, which could lead to additional redevelopment on the block.

In contrast, the Board expressed growing frustration regarding 204 W. Gardenia Street, a multifamily structure that has seen no progress for months. Alba reported that the property owner has not submitted a demolition permit, responded to city staff, or taken any steps toward compliance. During the meeting, members discussed a resident’s recent video showing coyotes entering the abandoned building, an indication of worsening conditions.

Given the lack of communication and ongoing safety concerns, the Board unanimously voted to increase civil administrative penalties to $1,000 per day, effective immediately. Members plan to revisit the property in early January to discuss possible demolition if no progress is made.

The final update involved 119 E. Kingfish Street, where construction has continued but remains significantly behind schedule. Alba explained that electrical components, interior fixtures, plumbing installations, and HVAC work are still incomplete, making it unlikely the project will be finished by the owner’s previously stated goal of late November. Although the Board questioned the feasibility of a year-end completion, members opted to take no additional action at this time.

After reviewing all three properties, the SSRB adjourned the meeting, noting hopes for continued progress, particularly at sites still awaiting critical repairs or demolition.
