Medders begins new term on SPI Council

The South Padre Island City Council met on December 3, 2025, for a regular session that blended ceremonial proceedings with financial and operational action. The evening began with the installation of newly reelected Council Member Place One, Ken Medders Jr., who was sworn in by Judge Benny Ochoa, as reflected under Item 3.1 of the agenda

Judge Ochoa greeted Medders warmly before administering the oath. Following the swearing in, Medders delivered brief remarks, thanking attendees “for giving me this opportunity,” and referencing his long history with the community — recalling involvement “in 1980” and “in 1991,” and noting he had “already been here also.” He also alluded to his practice of identifying South Padre Island when attending conventions, underscoring the pride he carries in representing the island.

Public Comment followed, where Parks and Recreation representative Debbie Huffman highlighted several upcoming holiday activities, including the parade on Padre Boulevard, the community tree lighting, the annual boat parade, and Breakfast with Santa. Her announcements reflected an active slate of seasonal programming heading into December.

From there, the Council moved into business considerations. Members approved invoices and a budget amendment of $43,516 from Fund 62 for construction administration and geotechnical services associated with the Marisol boat ramp project along Laguna Madre. City documents show the project received funding for engineering support, inspections, and soil testing required before it can open to the public.

Another amendment authorized $38,630 from the 2023 Tax Note Series for geotechnical services tied to side street improvements, consistent with the city’s rotation-based engineering selection process.

The Council also approved a transition to a new purchasing card provider under a statewide mandate shifting municipal payment and travel card programs from Citibank to U.S. Bank. Adoption of the updated contract ensures continuity of the city’s commercial purchasing card (P-Card) program, which supports authorized city travel and operational purchases.

Later discussion included authorization for the City Manager to enter into a Memorandum of Understanding (MOU) supporting the Texas Emergency Management Assistance Team program. The agreement outlines cooperation and resource sharing among jurisdictions but does not bind the city to contractual financial penalties.

While the meeting featured no structured question and answer segments, proceedings moved efficiently, with motions introduced, seconded, and adopted.

The evening’s tone paired civic celebration with governance in practice: Medders’ oath symbolized continuity in leadership, while financial actions advanced shoreline access, street improvements, and emergency response capacity. With the swearing-in complete, Medders took his place on the dais, ready to begin serving in his renewed role.
