Juan Gabriel Ruiz, of Port Isabel, was arrested recently and charged with indecency with a child.
Port Isabel authorities investigated the incident after allegations of Ruiz’ inappropriate contact with a minor had surfaced. The 11-year-old girl had told her mother who then filed a complaint with the Port Isabel Police Department.
