Ordinance designates ‘Character Zone’ on Island

The South Padre Island Development Standards Review Task Force (DSRTF) met Tuesday morning for their regular meeting to consider approving an ordinance amending the Padre Boulevard and Entertainment District Code to add the “Northern Resort District (NRD) Character Zone.”

The discussion was brought forth due to an error by SPI City Staff during the revision of the Form Based Code (FBC) that took place earlier this year. City Development Director Dr. Sungman Kim, who has proven to be very thorough on development projects, provided the DSRTF with a bit of background on the issue in addition to extensive notes.

According to Dr. Kim, annexation of the Pinnell Property, primarily north of the city limits, was being considered in 2013. At that time, Ordinance 13-07 was adopted in preparation for annexation to create the “Northern Resort District Character Zone.” In discussion with the Pinnell family and attorneys, it was determined that creating the new NRD zone would provide the best designation for the property to allow the family some say as to what development would and would not be allowed. After that point, the annexation was deferred until it was reconsidered in 2015.
