Reporter highlights possible SPI conflicts

An eight-minute investigative video produced by Dolcefino Media is raising questions about the use of
taxpayer funds and potential conflicts of interest involving public officials in South Padre Island.

The video, titled ‘The Island Mob’ highlights claims that public money has been used in ways that appear to benefit bars and restaurants owned or operated by city leaders, including Mayor Patrick McNulty, Mayor Pro-Tem Joe Ricco, and the city’s fire chief.

According to the report, the city spent over $360,000 in general funds to install steel bollards and lighting
along a stretch of Laguna Boulevard—directly outside properties tied to those officials. The video also
suggests that city-sponsored events and marketing efforts, especially those tied to the island’s busy
entertainment season, have primarily funneled foot traffic and publicity toward establishments with
connections to elected or appointed leaders. Interviews featured in the report question whether this use of
public funds was made with impartial intent or influenced by personal financial interest.

In addition to concerns about spending, the video points to apparent inconsistencies in city oversight.
According to records cited in the investigation, bars owned by certain officials had not undergone fire
inspections in several years, while other businesses in the same area had been inspected more regularly. This
discrepancy, the video implies, raises concerns about fairness in code enforcement and the use of city
authority.

Wayne Dolcefino, the controversial, award-winning Houston-based investigative journalist behind the
report, narrates much of the video and presents documentation including city budget figures, public
contracts, and statements from former city employees. The video stops short of alleging criminal
wrongdoing but raises ethical questions about the line between public service and private gain.

We reached out to the City of South Padre Island for a response to the issues raised in the video. A
spokesperson for the city declined to comment.

While the video does not contain formal findings or legal conclusions, its release has prompted discussion
among residents about transparency, oversight, and the role of personal business interests in local
governance. The video is available on YouTube and through Dolcefino Media’s official website.
