Neptune Circle, Beach Access #16, has officially reopened to the public following improvements
aimed at enhancing accessibility and the overall beach experience. The access is located on Gulf
Boulevard between East Saturn Lane and East Venus Lane.
Upgrades at the site include a permanent restroom, a rinse station, parking lot enhancements, and an
ADA-compliant dune walkover. The restroom design matches those at Whitecap Circle, Sea Island
Circle, and Fantasy Circle.
“The City is thrilled to finalize another access improvement project that not only enhances
accessibility but also enriches the experience for our beachgoers,” said Kristina Boburka,
Shoreline Director. She noted that funding and collaboration from the Texas General Land Office were
key to completing the project.
The improvements were funded in part by a Texas Coastal Management Program grant, approved
under the Coastal Zone Management Act and awarded by the National Oceanic and Atmospheric
Administration (NOAA).
