Laguna Vista welcomes new library director

At the Special Meeting held Monday night, January 26, the Laguna Vista Town Council began with positive community updates before moving into decisions that will shape several major city projects. Early in the meeting, council members welcomed the town’s new Library Director, Penny Perales, who expressed excitement about building on the strong foundation already in place at the local library and increasing community engagement. A special upcoming meeting of the library board was also mentioned as an opportunity for collaboration and goal setting but no date was mentioned.

The Council also had unanimously approved the purchase and installation of new in-car equipment for Laguna Vista Police Department vehicles. The upgrades include computer mounting systems, internet connectivity, and mobile hotspot capability that will allow officers’ new dash cameras to sync with in-car computers and upload video. Police Commander Holland explained that the department has not previously had fully functional dash camera systems capable of reliably storing or transmitting footage. The new setup will allow officers to access video evidence, better document traffic stops, and support court cases. The department will transition from FirstNet service to T-Mobile, enabling more cost-effective connectivity and turning officer phones into additional mobile hotspots.

Later in the meeting, the council approved the formation of a Building Committee to review and help guide plans for the renovation and possible expansion of Town Hall. Although the agenda referenced a three-member council committee, discussion clarified that the group will consist of two town council members and the City Manager. City officials said the goal is to allow quicker coordination with architects without waiting for full council meetings on every design detail. Final approvals will still require full council action. However, because the committee is advisory and not a quorum of the council, its meetings will not require public posting three days in advance, meaning residents may not be aware when the group meets.

Following that agenda item, the council went forward and created a Review and Selection Committee related to a $300,000 planning grant after the city’s original consultant withdrew. That committee will consist of two council members and the Mayor, along with participation from the City Manager. The group will review proposals from potential consultants and recommend their choice of consultant to the full council. Like the building committee, this body was described as advisory and not subject to standard meeting notice requirements.

Council later entered executive session to discuss personnel matters, including possible reclassification of the Fire Chief position to Director of Public Safety and the Building Inspector/Code Enforcer position to Assistant Planning & Development Director. After returning to open session, council directed administration to proceed as discussed, but no detailed public action was taken. Related agenda items that were listed to be addressed after the Executive Session, including the formal job reclassifications, a revised organizational chart, and a budget amendment, were tabled to an undisclosed future date.
