The Port Isabel-San Benito Navigation District Board of Commissioners voted to move forward with a federal grant application aimed at improving port infrastructure during its April meeting.
Commissioners authorized consultant Salomon Torres to submit an application for the federal Port Infrastructure Development Program, which includes funding reserved for small ports. Torres said the program could support planning or construction-related improvements, including dock expansion, dredging evaluations, shrimp basin upgrades, lighting, fencing, parking areas and shoreline repairs.
Torres said the district may qualify as a small rural port, potentially reducing or eliminating the required match, though contributing some local funds could improve the application’s score. The grant deadline is June 1.
Board members discussed whether the district had enough time and a competitive project but ultimately agreed to proceed. General Manager Victor Barrera said he was confident staff could assemble a strong proposal within the timeframe.
The board also approved scholarship selections for San Benito CISD students as presented by Commissioner Jose Morales, along with Santa Maria ISD selections to be submitted by Commissioner Duvie Alcozer Woods. Commissioners highlighted the students’ perseverance, academic success and personal challenges reflected in their applications.
Commissioners approved routine bills, noting a larger expense tied to repair work at South Point, including drainage and concrete improvements.
During the quarterly investment report, CPA Juan U.S. reported approximately $2.2 million in TexPool funds at the end of March and about $2.29 million across three bank accounts. The board discussed options to increase returns and reduce banking costs.
“We’ve got to look at all the options and get the best return we can,” Morales said.
Commissioners approved the investment report with direction to explore reducing bank fees and identifying higher-interest opportunities.
Barrera also reported survey crews had been working on site, though wet conditions had slowed progress. Staff continue maintenance, equipment inventory and electrical upgrades across port facilities.
The next regular meeting was set for May 7 at 5:30 p.m.
